Belarus’ parliament speaker praises builders’ dedication, impact on country

Chairman of the House of Representatives of the National Assembly of Belarus Igor Sergeyenko spoke on how builders shape the face of Belarus during a meeting with the workforce of the Minskstroy state construction association, held ahead of the Builder’s Day, BelTA has learned.

Speaking to the Minskstroy team, Igor Sergeyenko emphasized that it is construction workers who, through their hard work, creativity, and dedication, shape the face of modern Belarus. “Thanks to your efforts, the country’s cities and towns are being transformed, which ultimately helps strengthen our civil society and statehood,” he told the meeting participants.

According to Igor Sergeyenko, the Minskstroy state construction association currently employs around 20,000 workers, accounting for nearly 50% of Minsk’s entire construction sector. “The scope of work is immense: it includes developing new comfortable residential neighborhoods, building major industrial facilities like the Belarusian Nuclear Power Plant, upgrading multiple enterprises, constructing agricultural facilities and dairy farms, and landscaping urban areas,” the speaker said.

Legislative activity was another topic of discussion at the meeting. “The Code on Architecture, Urban Planning, and Construction Activity has been in force for several years now. It has helped revamp our approaches, streamline documentation procedures at various stages, clarify terminology, and address challenges. However, experience shows that we need to move forward. Active discussions and preparations for amendments are currently underway, with members of the House of Representatives deeply involved. This year, we will revisit the code to adjust it based on feedback not just from lawyers, but primarily from industry practitioners,” Igor Sergeyenko said.

The discussions also touched upon the law on occupational safety and health, which is set to be amended since the last revisions were made back in 2019. “Therefore, we are looking for feedback from construction workers regarding safety at every stage, from foundation pouring to high-altitude work. Proposals in other areas may also emerge, but for now, I would like to focus on these two drafts, which need to be updated to reflect new approaches,” he noted.

The speaker of the House of Representatives also briefed the audience on other areas of work, the current situation around Belarus, and the state’s measures to ensure national security and defense capabilities in light of external challenges and threats.

Before meeting with the workforce, Igor Sergeyenko toured several training facilities designed for hands-on vocational development. The interactive Construction Site facility caught his attention and left a strong impression. This educational space closely mirrors real-world production environments, accurately recreating a full-scale construction workplace and allowing workers to hone their practical skills in a true-to-life professional setting.

The event concluded with an awards ceremony, where the speaker of the House of Representatives presented well-deserved honors to outstanding workers for their significant contributions to the industry’s development.

In Belarus, Builder’s Day is celebrated annually on the second Sunday of August. This professional holiday honors everyone dedicated to creating and developing infrastructure: from bricklayers, ironworkers, and crane operators to engineers, architects, designers, and construction material manufacturers. Congratulations are extended not only to the current workforce but also to industry veterans whose efforts helped build the country’s most vital facilities.
